Just as a small data point: you can find these documents linked off the 
WG's homepage: http://www.w3.org/XML/Binary. There will soon be an 
updated version of the Properties document, and Measurement Methods will 
be published very soon.

Also, the fourth document that does the synthesis of the above (aka the 
Characterization document) is taking shape and should see its first 
draft in the coming month.
