OP, is it good enough to make the encoding an attribute of the
element that contains the nested document? Could the embedded
document be counted on to inherit the encoding of the containing
document? If you're not hoping embeding DTD's then you ought to
be okay with your oringal idea, just get rid of the document
declaration.
Just get rid if the document declaration the <?xml.. bit.
I'm guessing that you've got a simple task in hand, and are not
overly converned about encodings yet.
