Either of your options will work, what's 'right' really depends on
your anticipated usage/deployment patterns.

1) Multiple includes of the same schema document are allowed, and are
well-handled by most if not all processors I know of, so be liberal to
aid clarity;

2) Consider having includes wherever there are dependencies _and_
using one or more additional driver or master schema documents which
contain _only_ includes of what is appropriate for particular
applications.
