And BTW, your question doesn't deal with hypermedia 101 
related to associativity:  what about 
designs that have a metadata layer such as a topic map?
That is easier than top-down control or bottom-up merging 
of vocabularies because it takes care of the semantic 
integration vis a vis mapping even if not by actually merging 
the values.
