The problem is much more extensive than these two document types. I see lots
of examples of people holding element names as values, and people using
XPath expressions in configuration files. And of course any document that
uses xsi:type has namespaces in content. OpenGIS also uses them, I haven't
quite worked out how.

Norm Walsh has some good suggestions at
http://norman.walsh.name/2004/11/10/xml20 Any solution to the
QName-in-content needs to provide a way forward for people who are using
them, rather than just saying "whoops, we got that wrong: your problem."
