By the way, there are projects for world mapping based on VRML.

points out some places to start.   There are tools for converting from
USGS Digital Elevation Model (DEM) data.
 
Chris Thorne (Surak) and some others are working an ambitious
project for 3D mapping of the world.
 
For the XML crowd, X3D would be appropriate.
