Yes, I read the text of your message but not the title and was looking 
at the XML 1.0 specification. XML 1.1 also has at least two 
counter-examples to "precedence doesn't matter" (document is one of 
them). I agree with you, it's confusing. Though it's clear from the 
context that - has lower precedence than concatenation, that should have 
been noted in section 6.

You've got the meaning right.
