We have a copy of XML Spy.  One guy is using it.

Otherwise, the VS.Net IDE generates these for its 
datasets.  I've done a fair amount of editing these 
by hand but not recently.

I think mileage varies on XSD depending on how 
complex the schema is (that's not a comment on the 
tools but XSD itself) and the particular validation 
application.   It might be interesting to see the 
range of validation applications out there.  For 
example, what were you trying to do when the tools 
ran out of gas?
