Long running transactions that hydrate and dehydrate are a form of archival and they can use XML. Normally, I suspect the lifecycles are short enough to trust XML. Auditing is now a big deal where government agency access to public and private records requires oversight to protect civil liberties. Given the emphasis on access to health records, that's notable. Designing for the short-term often wins. Failing to imagine the long term sometimes negates the win. That might raise an eyebrow. I suppose so, personally, I don't expect archives to give me much in the way of dynamic capabilities or currency. Having said that, I am not a big believer in using XML as an archive format except for audit purposes.
