It depends on the consequence. In a recent case locally, a restaurant that was working juveniles (under 16) excess hours paid fines. A business rule must have a consequence, and since policy tends to be very local, putting these in any component shared across boundaries is unfit design. It is a matter of which component do you wish to emit the exception.
