Certainly the font used by IE doesn't contain this symbol...

Try for example this (as html) :

<font size="4" face="Arial Unicode MS">/fi ligature: written as
&amp;#64257; will show ok: (&#64257;), but /ff ligature written as
&amp;#64256; MUST show too: (&#64256;). WHY?</font>
