That's what we've just been discussing at length here.

You may want to check the jCAM processor - http://www.jcam.org.uk 
for extended needs - but sounds like you could use XSLT to just
check one or two fields for incomplete / missing values and
flag them accordingly?

How big is the problem you are trying to solve?
