Your Member elements are xs:strings, which means there values include
whitespace. So e.g. the Key value "FIN" doesn't match the Keyref "
FIN
"
Change the types to xs:token and you're get what you want, I believe
-- at least XSV then is giving errors which are real -- your key
declarations point to the 'id' attributes, but the values you want are
in Name attributes or elements.
