Considering that XML 1.1 is a backwards incompatible change to XML 1.0, are you asking if the next version of XML Schema will support XML 1.1 or if the W3C should retroactively claim that XML Schema 1.0 supports XML 1.1?

When will XML Schemas support XML 1.1? Right now all of the normative
references are to XML 1.0 second edition-- including definitions of
whitespace and character values?
