Can TCP/IP be reengineered or do we have to keep patching?

Social engineering is a tough solution.  How often have 
you heard of all the legislation involved in getting 
a loan or passport that requires the clerk to authenticate 
you, only to walk in and discover they don't bother?
Just an example so all I am asking is if there is a 
better approach than the syn/ack TCP/IP process.  Is the 
only solution to get off the Internet?  Is that a solution?
