Depending on what you want the output to look like, you may be able to 
just do an identity transform with indent turned on (with xslt, of 
course).  Otherwise, Tidy isn't bad (it is used in Cooktop), and 
Topologi's editor can pretty things up in several ways.  Tidy can be 
used from the command line which can be an advantage.
