Well, there's nothing wrong with using URL as long as you are clear 
exactly what you mean.  This is made a bit more difficult by the fact 
that there's no normative definition which is still in effect, last 
time I checked.  I believe that what you mean is something like 
"HTTP-scheme URIs which are normally dereferenceable unless something's 
wrong."  But since there is room for confusion, you should probably say 
so explicitly. -Tim
