For those who may not be aware of the Byzantine nature of the EU, the
parliament is directly elected by the public, but has no authority,
while the EU Commission is appointed by member governments, and decides
everything. The UK is currently represented on the EU Commission by
Chris Patten and Neil Kinnock, both of whom got the job as a consolation
prize when the UK electorate threw them out of office.
