The XQuery home page at W3C has a listing of available products.
 
XQuery as a language is not yet stable, so you are better off looking for an unstable implementation, i.e. one that will track the standards rapidly.
 
XQuery-to-SQL isn't a simple exercise in translation, because the two languages use different data models. There are a variety of techniques for force-fitting XML into the rows and columns of a relational database, and the translation of the query depends strongly on how this has been done.
