Are you by any chance using a linux/unix server to serve your files?

If so, you may find in your server logs that the browser (MSXML or IE, 
don't know...) is actually looking for:

<xsd:include schemaLocation="testcomponent.xsd"/>

For some reason, IE/MSXML changes the case (everything becomes 
lowercase) that you wrote in your schemaLocation and since linux/unix 
servers care about such things, there is a problem. I have submitted 
this as a bug, but the MS folk don't seem to recognize it as such...
