No, see my reply to your other message.

But it does appear that an edit got lost along the way; the document
production should exclude RestrictedChar just like the external entity
one.

The way the productions exclude literal control characters was changed
because the version in the CR draft had the unintentional effect of
requiring that they be doubly escaped in internal entity definitions.
