It is my pleasure to inform you that the standards that define the 
EXTENDED-XER encoding rules of ASN.1 are freely available on the ITU-T 
web site at:
http://www.itu.int/ITU-T/studygroups/com17/languages/index.html

The texts that are of main help (as far as XML is concerned) are:
ITU-T Rec. X.680/Amd. 1 (together with ITU-T Rec. X.680)
ITU-T Rec. X.693/Amd. 1 (together with ITU-T Rec. X.693).

More information about the XML Encoding Rules (XER) of ASN.1 can be 
found on the ASN.1 web site at:
http://asn1.elibel.tm.fr/xml/

Please note that ITU-T Rec. X.694 (Mapping of XML Schemas into ASN.1 
modules) has not yet been approved and thus is not yet freely available.
