Last time I checked, the decision to add or subtract leap seconds was made
by the Earth Rotation Service (ERS). Maybe it's just me, but I always
picture 10,000 ERS people running hell-bent-for-leather west along the
circumference of the equator. If one of them starts flagging, we get leap
seconds.
