It's in the FreeBSD ports collection, so you can download a binary
package from

 ftp://ftp.freebsd.org/pub/FreeBSD/ports/i386/packages-4-stable/textproc/expat-1.95.6_1.tgz

Or if you have the ports collection installed just cd to the relevant
directory and type "make install".
