Right.  Is that a fair use?  Xerox machines are 
provided in libraries.  It probably isn't but wouldn't 
that mean some adjustments need to be made to the 
fair use provisions?

Google maintains a cache (in fact, quite a lot of them) that contains
snapshots of the whole Web, thus making hash of the notion that
copyright owners get to control the making of copies.
