In many relational systems, related tables of code lists are 
used to do what others do with topic maps, linkbases, etc. 
XML is one way to transport these or even to model then, but 
it isn't a very efficient in-the-machine representation.

One has to understand that hypertext is a retrograde database 
with navigation controls embedded in context.  That doesn't 
mean it isn't useful.  Carts in some cultures are a major 
means of transportation and hauling.  In others, they are 
children's wagons.

So if you're looking for interesting applications with collections of links,
look beyond XLink, and even beyond XML.
