xsl-list is better than xml-dev for this kind of question, but guessing
what your transformation rule should be...

<xsl:template match="Row">
  <Row>
  <xsl:for-each select="//*[position()&lt;=$r]">

     <xsl:value-of select"Cell[@ss:Index=position()]"/>
   </Cell>
  </xsl:for-each>
