RSS is (almost always) just sent over HTTP, so it's really an HTTP 
server issue.  Nothing architectural in RSS about access control, etc.

That said, most weblogging stuff includes its own HTTP server because 
they generate content dynamically.  I'd be surprised if they gave much 
thought to access control.
