Which is to say <BirthCity>K&#xfffd;/Birthcity>

U+FFFD is REPLACEMENT CHARACTER which is a legal XML character, but 
almost certainly not what you mean.  So this is legal UTF-8 but it's not 
XML, somehow you lost your '<'. -Tim
