To be more precise, I believe what it requires is multiple
implementations _of each feature_ of a spec.  This is rather different
from requiring multiple complete implementations of a spec.


I think James's description is the correct one. As I recall, it was what happened during the testing of implementations of SVG 1.0. No single implementation had implemented all parts of the SVG 1.0 specification. In fact no single implementation, as far as I know, implements all of SVG 1.0.

Of course that doesn't preclude the possibility that for some specifications an implementation (or several implementations) will implement all features.
