I think you just need character references
[http://www.w3.org/tr/rec-xml.html#sec-references].

Here is a simple example. If a file test.properties contained:

# definitions
FFE2=¬
FF80=タ
FF93=モ

The Java (untested):

Properties test = new Properties();
test.load(new FileInputStream("test.properties"));
System.out.println(new String(test.getProperty("FFE2"));

emits:

¬

I want to represent some unicode characters taking from a properties file.
the format of unicode character in properties file is like this

\uFFE2
\uFF80
\uFF93

is it possible to represent their actual character using xml and xsl???
