They both had origin communities outside the W3C, XML developed with little W3C interference early on, and the W3C has changed relatively little of the cores of those specifications. There's also relatively little competition in those fields, thought perhaps MSHTML is worth considering. The NS4HTML flavor appears to have left the field. Identifying the producer of a specification explicitly doesn't seem like it should cause that much upset, and seems like a really good approach to avoiding name conflicts without resort to URIs.
