How difficult is it to include the following line:

<!DOCTYPE foo [ <!ENTITY % ents SYSTEM "http://www.example.org/ents"> %ents; ]>

in order to get externally-specified entities in an
otherwise DTD-less document that may or may not have
another schema (in any schema language) associated
with it?  No detailed knowledge of DTDs is necessary;
just a cut-and-paste, like most people do with DOCTYPEs
today.
