1738 allows file:///home/users/elharo/index.html because section 3.10 
states "As a special case, <host> can be the string 'localhost' or

However, I can't make this square with the BNF grammar in 2396.

I thought this is what the absolute path in

hier_part = ( net_path | abs_path ) [ "?" query ]
abs_path  = "/"  path_segments

is for in 2396.
