You might want to have a look at XML::Filter::Dispatcher:

http://search.cpan.org/author/RBS/XML-Filter-Dispatcher-0.31/lib/XML/Filter/Dispatcher.pm

It isn't standard (well, it uses a specified subset of XPath that it 
considers usable on a SAX stream) but it's freely available.
