Wouldn't it be fair to say that hyperlinks are neither presentation nor
content, but rather semantics/metadata?

I strongly disagree. Foreign keys in databases are "links" that are just

as concrete and physical as the tables and columns (which is to say, not

very physical at all, just enough to allow optimized queries).

Similarly, it is just as concrete in XML to say that X is related to Y 
as to say that X contains Y. That someone else might want to assert that

X relates to Z does not make this assertion a view or style choice. It 
is merely extra information that one person has that the other does not.

(or one person's opinion...)
