Yes, and then there is this -

" QName ::= (Prefix ':')? LocalPart [7]
Prefix ::= NCName [8]
LocalPart ::= NCName "

I agree that as a minimum, this discrepancy should be cleared up, and at
best, the Rec should be aligned with the RFC for URIs.
