In practice, the elements "foo" and "bar" may be treated identically.
Nothing can *require* a difference in how instances are processed.
At most, the various Recs require that two superficially different things
be treated the same way: for example, the XML Rec requires that a processor
report the same things for
<foo bar="baz
zam"/>
and
<foo bar="baz zam"/>
