Undoubtedly, since Schematron is all about constraints.  But
RELAX NG can do it too:

uptime = attribute server-available "false" |
	(attribute server-available "true"
		& element server-uptime xsd:integer)

Well, perhaps say that XML+Namespaces+RNG has only 15-20% of the complexity.
