A URI is always dereferenceable.  The improvement 
made to hypermedia systems by the web architecture was 
to admit that an error message is a valid referent.

A URI resource is the zero of web notation.

Well, okay.  But that URI also identifies a hyperdocument, so we haven't
really gained anything by moving off the home page: there is the same
old map/territory confusion.
