The "soapbuilders" mailing list[1], a forum for those developing (as 
opposed to using) SOAP toolkits, has been wrestling with common portable 
serializations for hashmap for awhile, now and then.  You might want to 
look through the archives.  The Apache folks have one style that other 
toolkits use.
