... using RNG as the starting point for generating W3 XML Schemas is
probably not optimal.  I would be more inclined towards starting with
UML, i.e., UML->WXS.  

If that wasn't feasible, I'd power up XML Spy, click on the Schema
Design view, and compose my XML Schema in an ERD-like fashion.
