Whoa, where did that come from?  It's not in the Model&Schema, nor RDFS, nor
the Model Theory draft, as best as I can see.  Besides, RDF properties do
not have namespaces.  They are identified by URI references, which, it is
true, **look** like xml namespaces (since they too are URI references), but
they are not.  They don't even have to be dereference-able.  It may be
convenient to have their URI reference point to a document that describes
the property, but that is an option.

What were you looking at that led you to that idea?
