Errrr.... yes and no. The REST model of communication isn't as familiar to mainstream programmers as one might assume. I find that a lot of programmers love RPC, recognize it, understand the GUI centrisms and can get right to work. Why? Because the site owner determines the interfaces, the parameters, etc., and the programmer just "hooks up". The scaling to the web "to hookup anytime" is a red herring to these people. They aren't interested in committees to negotiate document types, or document types in general. They like the fact that the site owner predetermines that for them. Most of the time, they aren't worried about universal identity or access: they have edge systems that need to be integrated into semi-permeable (mostly closed but some public interfaces) systems. There is a middle ground there.
