Any parser with a SAX driver implements it.  Any DOM or DOM-like
library implements it.

I've implemented XML infosets myself, several times in fact.
(Although never the complete collection of information items
listed in the Infoset REC; there have always been a few bits
that were irrelevant to the implementation and left out.)
