Did they really determine this?

Let's see:  SOAP doesn't need IDs, entity references, or default values 
for attributes.  It doesn't even need mandatory encasing of attribute
values in single or double quotes.  A simple Lisp like syntax (as in PICS)
could have served just as well, not to mention making implementation of a
parser all but trivial.

But!

Pointy brackets are still in fashion.
