If a requirement can be met without use of a new or emerging technology, that is usually the best way to go about specifying it. Then keep an eye to the update schedule and any technologies that prove themselves in the interim and become ripe for adoption. That's why I chose technologies I consider very well established. One of the ramifications of new technologies is you simply don't know right away how successful they will be. Personally, I think that XQuery and Web Services will also turn out to be real successes, but we shouldn't proclaim that until after the marketplace has adopted them.
