Yes.  Namespace support is not necessary for 
core markup processing.  Quite a lot can be 
done without it, is done everyday, and doesn't 
need the complexities of namespaces.

This doesn't mean they aren't useful.  Just not 
core.  Forcing URzeds into documents simply 
ties them to the system and that contravenes 
what markup was designed for.

I'm inclined to think that folding namespace support into the core XML spec
for 1.1 will have very modest cost. This seems to me the opportune time to
do it. If not now, then when? Do some take the position that this should
never happen?
