Ah, "can be". But they never are, their names are. I assume you
intend the Web to be more than a namespace. If so, nor are all
named things representations available via the Web, if only because
they are otherwise named inside a different namespace or because
there are not enough names to name all things. Your definition is
interesting, but not adequate.
