Java supports the jar: scheme
(http://developer.java.sun.com/developer/onlineTraining/protocolhandlers/)
for just this purpose.  It will handle zip files too.
A "!" separates the external and internal pathnames, IIRC.
It's registered on the all-known-schemes page at W3C.
